BABA is an integral part of the Infrastructure Investment and Jobs Act [IIJA], setting clear manufacturing & sourcing guidelines for government-sponsored projects with a particular focus on burgeoning broadband networks. BABA is two-fold, demanding that materials be both manufactured and sourced predominantly from within the United States.

BABA applies to all programs included in the IIJA, including the $24.45 billion budget of the Broadband Equity Access and Deployment Program [BEAD] which regulates government-funded broadband infrastructure projects. BEAD mandates the funding distribution and allocation process to the individual States, ensuring that government-funded broadband infrastructure projects are awarded to those who adhere to the stringent BABA guidelines. The implications of BABA & BEAD are far-reaching, shaping the future of American broadband infrastructure.
